Before the formation of Afghanistan Chambers Federation, private sector in Afghanistan faced a number of challenges which resulted in a slow growth of various businesses, in particular small and medium businesses. A few of the major challenges were lack of coordination among the chambers, non-compliance to the market economy that contributed to lack of unfair competition. In addition, there were complaints about the absence of a strong support that can help the vulnerable industries and chambers. Furthermore, the scale of import spiked while domestic production suffered due to the existing barriers to their growth and unsolved problems. The activities and the efforts of the chambers were lacking a unified path that works for every industry in the country and that supports all the existing chambers. Therefore, having a sole representative body of the private sector with an aim to eliminate the current challenge was needed. To meet that need, the Afghanistan Law of Chambers, article 18, states about the importance and creation of the creation of Afghanistan Chambers Federation
